STEPHEN HARRINGTON, PRINCIPAL
Steve is responsible for the construction team, site management, and field operations for Arrow Civil. Steve is a construction manager & heavy equipment operator with over 18 years’ experience in heavy civil, wet utilities & infrastructure, transportation management, and environmental remediation / reclamation work. Duties include heavy equipment field operations, crew management, transportation management, hazardous waste remediation and demolition. Stephen has been part of a team working the (ERRS) The Emergency and Rapid Response Services contract in regions 1,3,4,5,6,7, and 8 for the USEPA working close with strategic partners like (BLM) Bureau of Land Management, (USFS) United States Forest Service. Projects include: Joplin MO. Tornado Event, Hurricane Irene and Tropical Storm Lee cleanup, Kalamazoo River Oil Spill, Terrible Mine, Carpenter Creek / Silver Dyke tailings impoundment, Gulf Tunnel, Flat Creek cleanup, Rocky Mountain Arsenal, Summitville Mine, and VB-I70 to name a few. Past projects include: Williams Village @CU Boulder, FedEx Ramp and Taxiway, Regis Jesuit High School, Green Valley Ranch Subdivisions, DIA, I-25 and 136" Avenue Interchange and Saddlerock Subdivisions. Other clients include: City and County of Denver, City and County Boulder, Weld County, City of Thornton, Saunders Construction, Swinerton Builders, Shea Homes, Pulte Homes, Adolph & Peterson, Gerald H. Phipps, and GTC Construction. Stephen currently holds certificates, as a Certified Asbestos Building Inspector (CABI) Certified Asbestos Supervisor (CAS) and is a HAZWOPER Supervisor. Stephen’s construction projects range from $20,000.00 to over $10,000,000.00. Steve is a native of Colorado where he has raised 3 children and his dog Lucky.
TODD BURKE, PRINCIPAL
Todd is responsible for estimating, project management, and the general business operations for Arrow Civil. Todd is a construction management professional with significant experience in the procurement, planning, and management of large-scale commercial civil & structural projects. Todd develops strategic relations with clients, vendors, subcontractors, and superintendents. Todd has been a business owner and a construction professional with experience in both the Public & Private Sectors. For over 25 years Todd has procured and managed over 100M in projects for clients such as the Colorado Division of Parks & Wildlife, City Of Boston, City Of Broomfield, Jefferson County, Boulder County, City Of Boulder, City Of Denver, the Bureau Of Land Management, National Forest Service, Pacific Union Railroad, and the Federal Government's NRCS. Colorado Select projects have included major corridor wireless infrastructure build-out for Sprint PCS, Nextel, Cricket & AT&T Wireless; multiple Public & Private Bridge Replacements in Colorado including CDOT projects and CDBG-DR: Community Development Block Grant-Disaster Recovery home access bridge replacements; the Federal NRCS / EWPP Town of Jamestown Emergency River Restoration Project 2014; City Of Boulder’s Eben G. Fine Park Restoration; City Of Boulder’s Historic Kid’s Fishing Pond; and multiple flood related projects around Boulder’s Front Range areas. Prior to joining ArrowCivil, Todd was a co-founder and COO of Colt & Steel Inc, Previously, Todd was the Founder and CEO of Global Towers, Inc., a National Wireless Telecommunications Tower Construction & Engineering Company. In addition, Todd held a Board of Directors position for Global Towers Partners, a developer and owner of wireless towers in CO, TX, NM, and MS. Todd began his career after college where he spent 7 years in his hometown of Boston, MA, as a historical building restoration contractor.. Todd has resided in Boulder, CO for the last 20 years, where he has enjoyed raising his son, coaching baseball, fly-fishing, hiking, skiing, riding horses and motorcycles... and his dog Bill.
ANDIE LONCARICH, OFFICE MANAGER
Andie is the Office Manager for Arrow Civil, assisting with all administrative duties of the company. Her responsibilities include communicating with clients, vendors and subcontractors, helping maintain compliance with federal, state and local entities, field accounting, and assisting with the submission and procurement of bids. Recent key experience includes living in Jamestown, CO while working on the Federal NRCS/EWPP Town of Jamestown Emergency River Restoration Project in 2014, a reclamation and construction project for those affected by the 2013 Flood. Andie has previous construction administration experience working in Western Colorado. Andie has also held her CDL permit and has hauled heavy equipment for a natural gas pipeline project for Sunland Construction that spanned Utah and Wyoming near Flaming Gorge. She has also worked various positions on the pipeline which gives Andie a unique perspective when it comes to understanding the field work and the construction process. Andie is a native of Western Colorado and enjoys her creative pursuits, running, backpacking, hiking, hunting, fishing, traveling and helping her husband with his horse training business. She lives in Hygiene with her family and a Jack Russell Terrier.
